Help - Trying to fit tow bar on 2000 beetle, 2ltr

Please can anyone help?? I attempted to get a tow bar fitted on my 2000 beetle, the chap that was booked to do it advised he couldn't do it due to having to remove the filler to get to the bits to remove bumper (or fix the tow bar on)? cant quite remember but he had to remove filler from bumper. Also the screws being too rusty and hard to remove due to water going on them due to design of bumper? has anyone had one fitted a tow bar to this age of beetle and if so have you any tips or advice?

Thank you very much for this, i have someone looking at it at the weekend that knows their stuff on cars old and new so i have forwarded them this to see if it is something they could do for me. Fingers crossed!!

just to let you know that i have fitted a Witter detachable towbar, it can be done but does involved a bit of work. What part of the country are you from?
