What is this? Never had one before but I betcha you know what it is! These modern cars can be very confusing! lol

Note rust on bonnet vents where this sits underneath.

I think it's just a fan, but why does it collect water from the vents when it rains?? Or maybe it shouldn't ,lol
Whatever it is, it doesn't work very well cos the 'fan' blows out a puff of air about as powerful as a gerbil's yawn.

It's supposed to allow extra ventilation and catch the water when it rains and deposit it onto the framehead.
